The Molecular Foundry at Berkeley Lab is a user facility for the design, synthesis and characterization of materials with nanometer dimensions. One of five such Nanoscale Science Research Centers recently established by the U.S. Department of Energy (DOE), its charter is to pursue two primary missions:
a) Conduct outstanding research across the breadth of nanoscience; and
b) Collaborate with visiting scientists from around the world to use its state-of-the-art instruments, techniques and expertise to further their own nanoscience research efforts.

The User Program Manager reports to the Molecular Foundry Deputy Director and has the following key responsibilities:
• Manage workflow (e.g., proposal process, peer reviews, scheduling of approved projects)
• Event planning for various users’ meetings and conferences, including budget responsibility
• Oversight of Oracle-based user database for online proposal processing
• Facilitate user housing and guest processing

As the primary liaison and facilitator role for the user program, this career position is the business and administrative point of contact for all Foundry users. Specific areas of responsibility also include policy development, coordination of schedules and logistics of visits and user project final reports and reviews; will also work with the Scientific Deputy Director to carry out planning and logistics for the Molecular Foundry Proposal Study Panel activities. Additionally, it is essential to develop systems and methods to ensure adherence to all training and security requirements and access policies and procedures of Berkeley Lab, University of California and DOE.

The development, oversight and maintenance of the Foundry's user database and online proposal processing system are inherently critical to success in this position. This includes the ability to gather feedback and input from users and Foundry staff, and develop and interpret statistical reports regarding Foundry user activities. The program manager supervises a programmer to help in this effort.

Another key role of this position is to serve as chief administrative contact with the Users' Executive Committee (UEC). This position will work with UEC representatives, and Foundry administrative support staff to carry out planning and logistics for the annual users' meetings.

Qualifications:
• Approximately 4-6 years’ experience with administrative management and supervision, delivery of business services and project planning
• Supervisory (exempt and nonexempt staff) experience, including hiring, coaching and disciplining others, and workforce planning
• Skills and abilities with problem-solving, analysis, detail orientation and organization
• High level event planning experience, including budget responsibility
• Communication and interpersonal skills sufficient to interact effectively with various levels of internal and external parties with a customer-focus approach
• Scientific background is advantageous but not required.
