The Aquaculture Research Institute (ARI) seeks an aquaculture specialist for the exciting and challenging position of Associate Director.  The successful candidate will plan, coordinate and administer the strategic plan of the ARI and ensure that the ARI maintains a high profile with stakeholder groups in Maine.

                                                            

The Associate Director will work with the Director and Research Coordinator to ensure the daily functioning of the ARI.  Tasks will include:

 

·         Coordination and publication of the ARI’s annual report

·         Preparation of budget requests

·         Liaison between the Center for Cooperative Aquaculture Research (CCAR), Aquaculture Research Center (ARC), the Darling Marine Center (DMC) and the Director’s office in regard to the management of the ARI’s resources

·         Oversight of communication between the Health and Safety Department and the ARI’s staff, students, and faculty members

·         Organize the communications within the University on behalf of the ARI

·         Organization of the ARI’s annual science meeting for stakeholders

 

The successful candidate will be expected to work closely with the Director of the ARI, representatives of the aquaculture industry in Maine and the Maine extension program.  They will be responsible for developing the outreach and communication strategy, including oversight of the ARI website.  It is hoped that the successful candidate will contribute one undergraduate introductory level course in aquaculture.   

 

If the successful candidate takes up the opportunity to pursue a research appointment in addition to the Associate Directorship, their academic home will be dependent upon the research field they are interested in, but it could be within the School of Marine Sciences, or one of the following Departments: the School of Biology and Ecology; Biochemistry, Microbiology and Molecular Biology; or Animal and Veterinary Sciences (although this is by no means an exclusive list).  We propose to base the successful candidate either at the Darling Marine Center in Walpole, Maine or at the University of Maine, Orono campus.

The Institute for Defense Analyses (IDA) is a not-for-profit corporation that operates three Federally Funded Research and Development Centers (FFRDCs), two serving the Department of Defense and another, the Science and Technology Policy Institute (STPI), serving the Office of Science and Technology Policy (OSTP) in the White House as well as other federal organizations with science and technology (S&T) responsibilities.  

Chartered by Congress in 1991, STPI provides timely and authoritative analyses of significant national and international science and technology issues to interested federal agencies.  In addition to OSTP, STPI currently supports the National Institutes of Health, the National Science Foundation, and the Departments of Commerce and Energy.  STPI researchers:

  • examine S&T trends and developments that are relevant to the federal research and development portfolio and related national issues, often working behind the scenes to support policy decisions;
  • analyze alternatives for ensuring the long-term strength of the United States in the development and application of S&T, including identifying the appropriate roles for the federal government and other sectors; and

The Deputy Director will have a critical role in translation of NIEHS basic research findings to human health, particularly new approaches to disease prevention.

The Submillimeter Array (SMA) is a collaborative effort between the Smithsonian Astrophysical Observatory (SAO) and the Academia Sinica Institute of Astronomy and Astrophysics (ASIAA) of Taiwan.  Located on Mauna Kea, Hawaii, it is a pioneering radio-interferometer designed for astronomical observations in the major submillimeter atmospheric windows.  Its eight antennas are currently equipped with superconducting mixer receivers with an IF bandwidth of 4 GHz, operating in the 200, 300, 400, and 650 GHz frequency bands.  Plans are currently being developed to enhance the sensitivity of the SMA by increasing the instantaneous bandwidth of the receivers, transmission system and signal processor; by adding a full dual polarization capability at selected frequencies; and possibly by adding multi-element feeds in each antenna.  The SMA is therefore looking for an Instrument Scientist with appropriate submillimeter receiver design experience to join the Submillimeter Receiver Lab in Cambridge, MA to further develop and implement proposed receiver upgrades to the SMA, and to validate improved performance through independent, targeted astronomical observations.
 
This position requires broad professional knowledge of millimeter instrumentation as applied to radio astronomy as evidenced by a Ph.D. in a relevant area (Physics or Astrophysics), appropriate engineering experience and research accomplishments and publications. Advanced knowledge of astrophysics/physics and engineering as applied to the design, development, testing, and commissioning of complex heterodyne receiver systems for field-use are requirements for this position; as is the ability to make scientific observations in the millimeter or submillimeter and to reduce and analyze astronomical data as it relates to instrument performance.

2) development and implementation of clinical study protocols,
3) administrative oversight of compliance with established Federal rules and other clinical study policies, and
4) oversight of study budgets.

The incumbent will be responsible for assuring that the multi-center clinical trials and studies supported by the Division are conducted in accordance with NIDDK and NIH policies. He/she will participate with study investigators in the design of study analyses and may participate in the presentation and publication of study results. He/she will provide guidance and mentorship to the project officers directly responsible for the trials. Research in the urologic system constitutes the second largest component of the Division’s activities, accounting for approximately $71 million in awards in FY2008.

JICS is the home of the National Institute for Computational Sciences (NICS) established by a $65 million NSF award to UT to build and operate one of the world’s most powerful supercomputers and then lead a nationwide partnership to put it to use. High performance computers available include ORNL’s Jaguar computer (www.nccs.gov/jaguar/) which was recently classified as the world’s fastest scientific computer, and UT’s Kraken computer (www.nics.tennessee.edu/computing-resources/kraken) now classified as the fastest academic based computer in the world and the world’s third fastest.

JICS provides a framework for ORNL and UT to work with other university partners to realize three strategic goals:

  • Create new modeling and simulation capabilities for computers operating at the petascale and beyond and use these capabilities to solve the science and engineering challenges that are the most important to DOE, NSF and the United States.
  • Train scientists and engineers to model and simulate natural and engineered systems on supercomputers and educate a new generation of researchers expert in applying computational simulation in research and education.
  • Create a leading cyber infrastructure for science and engineering in the United States.

JICS is housed in a State of Tennessee 52,000-square-foot building on the ORNL campus in Oak Ridge TN across the street from the National Center for Computational Sciences (www.nccs.gov). The JICS staff includes university–ORNL joint appointees, JICS research affiliates, postdoctoral fellows, graduate students, administrative personnel, and support staff to assist researchers and students in using the high performance supercomputers.

The Director is responsible for leadership and management of JICS. This responsibility includes supervision of JICS employees, the computational systems, and facilities, as well as strategically strengthening the contribution of the nationally funded NICS as a venue for nationwide partnerships to successfully apply petascale computing to significant scientific problems. The Director is expected to lead the effort to secure NSF continuation funding for NICS. Organizationally, the Director reports to the UTK Vice Chancellor for Research and an Associate Laboratory Director for Computing and Computational Sciences at ORNL.

 

The Director would hold a fulltime 12-month joint faculty appointment between UT Knoxville and ORNL as a tenured faculty member within the appropriate UTK College/Department depending on the Director’s background. The Director will have a PhD and a record of successful and significant research and education in high performance computational science and/or engineering. The Director will have experience in administrative posts preferably involving the management of computational facilities and personnel and a record of success as a leader. Ideally, the Director will contribute to the research and teaching missions at UTK when position responsibilities allow.

UMBC has an opening for a lecturer in Science 100, Water: An Interdisciplinary Study.  This is a multidisciplinary, lab-based science course designed for undergraduates who do not otherwise fulfill the university science-lab requirement as part of their major. The course focuses on water quality and currently serves 300 students per semester.

The successful candidate will be responsible for 2 lecture and 2 lab sections, as well as supervising graduate and undergraduate teaching assistants in associated lab sections. The nine month appointment commences August 23, 2010.  Opportunities for teaching during the summer for additional compensation are available.  This position is non-tenure track and is annually renewable; a multi-year appointment is potentially available after the second year. Salary is competitive and dependent on candidate's qualifications and experience.

Requirements include a graduate degree in natural or physical sciences and the applicant should have substantial teaching experience, preferably at the post-secondary level, as well as experience in laboratory and/or field instruction, and curriculum development.  The applicant should also be familiar with recent science education reforms, and be comfortable with student-centered and inquiry-based approaches to science teaching.

The Earth Observing Laboratory (EOL) at the National Center for Atmospheric Research (NCAR) in Boulder, Colorado, seeks a Director to lead the laboratory in working with the community to define and develop programs to deploy advanced observing facilities for the purpose of investigating processes in weather, climate and chemistry. In addition, the Director serves as an NCAR Associate Director and is a member of the NCAR Executive Committee and will share in NCAR management deliberations, offering advice on matters such as scientific goals, priorities, budgets, policies, programs and initiatives.
 
The Director oversees efforts in deploying facilities and providing data support services to scientists at universities, NCAR, and other organizations engaged in atmospheric and oceanic research and works with colleagues to foster cross-cutting and inter-divisional work within the center. The EOL Director plays a crucial and dynamic role in developing and incorporating significant strategic and tactical decisions and plans to merge EOL facilities, science, and program plans with the broader NCAR Strategic Plan.
     
Supervises EOL senior management and directs the scientific, technical, and administrative sections/teams of the laboratory. This includes creating collaborative section relationships and management/administrative transparency and accountability. Fosters an environment of teamwork and excellence. Cultivates and promotes interdisciplinary partnerships and programs within NCAR and the community. Directly supervises 10 senior managers and oversees a staff of approximately 180 employees. 
 
Responsible for the overall technological and scientific productivity, creativity, and excellence of the laboratory, including the formulation and execution of both long and short-range strategic plans.
 
Develops long-term observing facility plans, based on insightful assessments of need that include appropriate participation by the community. Responsible for the promotion, development and management of EOL programs and optimized development and acquisition of resources.
 
Leads EOL budget and program planning, including establishing budget priorities. Presents budget proposals to the NCAR Director and Executive Committee and allocates laboratory budgets and resources. Develops new funding sources to support the technological, scientific and service goals of the laboratory.
 
Requires Ph.D. in atmospheric or related science and 15 years of relevant experience. Must have international recognition as a scientific and/or technological leader in atmospheric science, preferably in areas of relevance to EOL activities.
 
Must have skill in scientific advocacy to effectively and persuasively promote goals and strategies for the advancement of EOL programs within NCAR, UCAR, funding agencies and the general scientific community. Requires acumen and leadership skills associated with the development of technological and scientific programs.
 
Must have leadership skills in directing and developing a staff of widely varying backgrounds and experiences and skills in budget and resource development and related management and administrative functions. Requires

SUPPLEMENTARY INFORMATION: The ACRS is a part-time advisory group, which is statutorily mandated by the Atomic Energy Act of 1954, as amended. ACRS provides  independent expert advice on matters related to the safety of existing and proposed nuclear  power plants and on the adequacy of proposed reactor safety standards. Of primary importance are the safety issues associated with the operation of 104 commercial nuclear power plants in the United States and regulatory initiatives, including risk-informed and performance-based regulations, license renewal, power uprates, and the use of mixed oxide and high burnup fuels.  An increased emphasis is being given to safety issues associated with new reactor designs and technologies, including passive system reliability and thermal hydraulic phenomena, use of  digital instrumentation and control, international codes and standards used in multinational  design certifications, material and structural engineering, nuclear analysis and reactor core performance, and nuclear materials and radiation protection. Criteria used to evaluate candidates include education and experience, demonstrated skills in nuclear reactor safety matters, the ability to solve complex technical problems, and the ability to work collegially on a board, panel, or committee. The  Commission, in selecting its Committee members, considers the need for a specific expertise to accomplish the work expected to be before the ACRS. ACRS Committee members are  appointed for four-year terms and normally serve no more than three terms. The Commission looks to fill potential multiple vacancies as a result of this request. For these positions, a candidate must have at least 10 years of broad experience in nuclear engineering coupled with operational exposure to issues relative to new reactor designs pertaining to digital instrumentation and control, civil/structural engineering, or radiation protection. Candidates with pertinent graduate level experience will be given additional consideration. Consistent with the requirements of the Federal Advisory Committee Act, the Commission seeks candidates with diverse backgrounds, so that the membership on the Committee is fairly balanced in terms of the points of view represented and functions to be performed by the Committee.  Candidates will undergo a thorough security background check to obtain the security clearance that is m mandatory for all ACRS members. The security background check will involve the completion and submission of paperwork to NRC.  Candidates for ACRS appointments may be involved in or have financial interests related to NRC-regulated aspects of the nuclear industry.  However, because conflict-of-interest considerations may restrict the participation of a candidate in ACRS activities, the degree and nature of any such restriction on an individual’s activities as a member will be considered in the selection process.  Each qualified candidate’s financial interests must be reconciled with applicable Federal and NRC rules and regulations prior to final appointment. This might require divestiture of securities or discontinuance of certain contracts or grants.  Information regarding these restrictions will be provided upon request.
